The Utility Locate Technician works as part of the City’s Public Works team as a member of the Stormwater Division or the Engineering Division. The incumbent will work under the general supervision of the Stormwater Utility Maintenance Supervisor (in Stormwater) or the Construction Manager (in Engineering). Primary job responsibilities include utility location and marking, site analysis, communication and collaboration, and data recording and reporting.

ESSENTIAL FUNCTIONS:
The Utility Locate Technician performs the following duties:
Utility Location and Marking:
- Utilize electromagnetic locating equipment, ground-penetrating radar, and other tools to accurately identify and mark the location of underground utilities
- Follow industry standards and best practices for utility locating to ensure precision and reliability
- Clearly mark the location of utilities using paint, flags, or other designated methods
Site Analysis:
- Review and interpret construction plans and maps to understand the layout of underground utilities
- Conduct on-site assessments to identify potential challenges and obstacles in utility location
Communication and Collaboration:
- Work closely with construction teams, project managers, and other stakeholders to coordinate utility location efforts
- Communicate effectively to convey information about the location and depth of utilities to ensure a smooth construction process
- With professionalism and courtesy, respond to inquiries and concerns received from the general public related to underground utilities
Data Recording and Reporting:
- Maintain accurate records of utility locations and any changes made during the course of construction
- Prepare detailed reports on utility locations for project documentation and regulatory compliance
Safety Compliance:
- Adhere to safety protocols and guidelines to minimize the risk of accidents and damage to underground infrastructure
- Stay informed about industry safety standards and participate in ongoing training programs
IMPORTANT FUNCTIONS:
- May perform the duties of similar classifications of an equal or lower pay grade
PHYSICAL REQUIREMENTS:
The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
- Occasionally removes and replaces manhole lids with tools (such as hooks or pry bars) or other similar tasks requiring the ability generate pushing and/or pulling force of up to 60 pounds
- Occasionally lifts and carries objects weighing up to 45 pounds; frequently lifts and carries objects weighing up to 25 pounds
- Requires good hearing and speech to communicate with other staff members and customers
- Uses manual dexterity and vision to operate vehicle safely, operate computers, manipulate related office equipment, inspect construction projects, operate surveying equipment, and perform other essential functions
- Frequently performs activities requiring a full range of body movements including sitting, bending, stooping, kneeling, squatting, crawling, twisting, and balancing
In addition to the knowledge, skills, and abilities listed above, the position requires:
- A high school diploma or GED
- Six months of public infrastructure construction, maintenance, or other related work experience in the public right-of-way
- A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
- License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
- During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
SPECIAL CONDITIONS OF EMPLOYMENT:
The duties of this position are primarily performed in an outdoor environment. When working outdoors, the employee may work in and around traffic and/or severe weather conditions including rain, snow, and wind. The employee may work around heavy machinery and could be exposed to noise, dust, gases, fumes, toxic chemicals, and other hazards/dangers inherent to work on construction sites or other work in the public right-of-way. Evening and weekend work may be required. Individuals must be willing to work overtime, as needed.
Employees must obtain National Utility Location Contractors of America (NULCA) certification within six (6) months of appointment.
All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be requires, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
